The seventh annual plenary meeting of the Network of Public Prosecutors or equivalent institutions at the Supreme Judicial Courts of the Member States of the European Union (NADAL Network) met in Trier, Germany, on 23 and 24 October 2014. Ms Michèle Coninsx, President of Eurojust, made the opening address at the opening session.
On the agenda were the following topics: EPPO – State of Play; Effects of the Decisions of the Court of Justice of the European Union on the legal practice in the EU Member States; and Judicial Training.
In attendance in addition to the Prosecutors General who are members of the network were high-ranking ministerial officials, representatives from the European Commission, the Court of Justice of the European Union (ECJ), the European Court of Human Rights (ECHR), the European Judicial Training Network (EJTN), and the Academy of European Law (ERA).
In her opening remarks, Ms Coninsx spoke of the opportunities for strengthening judicial cooperation inherent in the new draft Regulation on Eurojust and the strong link and special relationship between Eurojust and the EPPO (‘the EPPO will be established “from Eurojust”’) in the Lisbon Treaty. The President also spoke about the differing rules on admissibility and disclosure of evidence. She highlighted the valuable assistance that Eurojust could provide to the national authorities with such requests for mutual legal assistance, and the solid basis provided by ECJ and ECHR case law for Eurojust and the national authorities when developing practical solutions for resolving differences in legal systems.
Furthermore, Ms Coninsx highlighted the importance of training of the judiciary provided by the EJTN and ERA. As trans-border crime is constantly developing and EU mutual recognition instruments are evolving as well, keeping all judicial practitioners updated is extremely important. Eurojust contributes to these trainings.
